Несмотря на ряд, казалось бы, действенных мер, принимаемых государством при проведении активной антикоррупционной политики, борьба с коррупцией не даёт должного видимого результата. Проблема выявления факторов, влияющих на зарождение и развитие коррупционного поведения, активно обсуждается в научном сообществе и не перестаёт быть актуальной. Цель. В настоящей статье предпринята попытка исследования различных подходов к толкованию понятий «коррупция», «коррупционное поведение», «коррупционное преступление» с позиции нормативно-правового регулирования, криминологического и социально-психологического обоснования с учётом выявления предикторов, влияющих на формирование коррупционного поведения человека. Методология. В качестве методологической базы использовались: общефилософский диалектический метод научного познания, позволяющий получить объективную информацию о процессах и явлениях материального мира, связанных с коррупцией и кор-рупционным поведением; системный метод, позволивший сформулировать выводы и предложения. Результаты. Подходы к пониманию коррупции и коррупционного поведения весьма различны, но узконаправленны и не учитывают многофакторности данного явления. Важно осуществлять целенаправленную работу по формированию в обществе антикоррупционного мышления и поведения, включая психологические предикторы, позволяющие формировать личность с момента начала её становления и включения в социально-общественные отношения. Заключение. Сформулирован вывод о том, что понятие «коррупция» не может раскрываться через отдельные деяния. Ограничение целей коррупционного поведения только извлечением материальной выгоды неверно, так как интересы могут носить и нематериальный характер. Коррупционное поведение проявляется в психологических предикторах, формирующих ценностно-смысловое поведение личности для удовлетворения своих потребностей. |

Despite a number of seemingly effective measures on the part of the state in carrying out an active anti-corruption policy, the fight against corruption does not give a proper visible result. The problem of identifying the factors influencing the origin and development of corrupt behavior is actively discussed in the scientific community and does not cease to be relevant. Purpose. This article attempts to study various approaches to the interpretation of the concept of “corruption”, “corrupt behavior”, “corruption crime” from the perspective of regulatory regulation, criminological and socio-psychological justification, taking into account the identification of predictors influencing the formation of corrupt human behavior. As a methodological basis, we used: the general philosophical dialectical method of scientific cognition, which allows us to obtain objective information about the processes and phenomena of the material world associated with corruption and corrupt behavior; a systematic method that allowed us to formulate conclusions and proposals. Results. Approaches to understanding corruption and corrupt behavior are very different, but they are narrowly focused and do not take into account the multifactorial nature of this phenomenon. It is important to carry out purposeful work on the formation and education of anti-corruption behavior, including psychological predictors that allow forming a personality from the moment of its formation and inclusion in socio-public relations. Conclusion. The conclusion is formulated that the concept of corruption cannot be revealed through individual acts. Limiting the goals of corrupt behavior only to the extraction of material benefits is incorrect, since interests can also be non-material in nature. Corrupt behavior manifests itself in psychological predictors that form the value-semantic behavior of a person to meet their needs. |
